  • Basic Qualifications

    Bachelor's Degree in a related field or equivalent experience is required plus a minimum of 8 years of relevant experience; or Master's degree plus a minimum of 6 years of relevant experience to meet managerial expectations.

    CLEARANCE REQUIREMENTS:
    Department of Defense Secret security clearance is required within 24 months of hire. Applicants selected will be subject to a U.S. Government security investigation and must meet eligibility requirements for access to classified information. Due to the nature of work performed within our facilities, U.S. citizenship is required.

    Responsibilities for this Position

    GDMS has an immediate opening for a Procurement Manager supporting Maritime and Strategic Systems. The position provides an opportunity to enhance the performance and profitability of an organization that supports some of our nation’s fundamental defense services. GDMS employees work closely with esteemed customers to develop solutions that allow them to carry out high-stakes national security missions.

    REPRESENTATIVE DUTIES AND TASKS:
    - Supports proposal activities with innovative solutions to meet Program needs and requirements
    - Receives assignments in the form of objectives with goals and the process by which to meet goals
    - Reviews and analyzes purchase requisitions
    - Coordinates purchasing activities with internal partners to acquire products and services in a cost effective and timely manner
    - Ensures purchase/complex requisitions, purchase orders, purchase order revisions, requests for quotes to suppliers, price or cost analysis for materials, components, equipment and services are processed
    - Monitors the cost, schedule and scope of assigned procurements to negotiate highest quality at best value
    - Develops new supply sources where suppliers are no longer competitive
    - Recommends cost saving proposals or alternative sources
    - Interacts with suppliers and QA to resolve quality issues
    - Works with management to address all aspects of supply chain management, including procurement support, commodity business plans, market trends assessment, pricing, and product availability
    - May prepare and issue high complexity, value and risk purchase orders and agreements, and enforces that all procurement actions which commit the company are properly documented, reviewed and approved consistent with policy and procedure and is able to identify potential risks in terms and conditions
    - Builds solid internal/external working relationships
    - May have budget responsibilities
    - Selects, develops, and evaluates personnel to ensure the efficient operation of the function
    - Interaction normally requires the ability to gain cooperation of others, conducting presentations of technical information concerning specific projects or schedules
    - Frequently interacts with peers, customers, and functional peer group managers, normally involving matters between various business areas, other company divisions or units, or customers

    Additional Tasks:
    - Leads the Supply Chain efforts and is accountable for the suppliers' performance (commodities, services, subcontracts) in meeting the cost/schedule/technical needs of the business for both direct and indirect activities
    - Develops/implements strategies that enables the business success and meets/exceeds the customer's expectations
    - Performs sourcing/market research and formulates the strategy to manage the operations and or procure the commodities or services, or subcontract content that brings the best value to the business
    - Drafts contractual instruments for the procurement of operations, or services, or subcontracts in accordance with General Dynamic's policies, contractual flow downs, FARs, and federal/state/local laws
    - Establishes negotiation strategies and negotiates the cost, schedule, and deliverables of the critical suppliers' commodities, or services, or subcontracts that meet the business needs

    - Leads the negotiation with the supplier and is primary interface to the supplier in fact-finding, audits and negotiations
    - Ensures that the procurement documentation has the proper decomposition of requirements to meet the projects needs at the system level and documents clearly and concisely the substance of discussions, agreements, and results of supplier negotiations
    - Accountable for the supplier's performance in meeting the business needs and leading the supply chain effort
    - Ensures that the proper design reviews, subcontract data requirement list, and acceptance criteria are defined
    - Through direct and influence management, manages the Supply Chain and matrix staff to achieve the business goals
    - Champions the development of the Supply Chain staff, through mentoring, on-the-job training, and rotational assignments to improve the proficiency of the organization
    - Leads the cross-functional team in the development of processes, tools, policies and/or supplier procurement packages to achieve the most competitive costs, within General Dynamics and the supplier, that meet the contractual and the business needs
    - As required, supports audits and develops easy to follow documentation for the auditors that enables a favorable outcome for General Dynamics
    - Assists with Supplier Performance, Development and, Continuous Improvement
    - Actively participates in the organization/process change and leads the team through the change process
    - Is a champion of process improvement and looks for continual improvement
    - May develop and conduct training classes in support of supply chain initiatives and compliance
    - Assignments are defined in terms of activities and objectives
    - Work is reviewed upon completion for adequacy in meeting objectives
    - Leads small/medium complexity projects
    - Possess commodities, or services, or subcontract procurement authority

    KNOWLEDGE SKILLS AND ABILITIES:
    - Has a very strong understanding of the business and customer's needs and develops relationships with the business team
    - Has strong knowledge in assigned commodities and advanced decision-making skills
    - Exercises sound judgment within defined procedures and practices to determine appropriate action
    - Having wide-ranging experience, uses professional concepts and company objectives to resolve complex issues in creative and effective ways
    - Responsibilities require advanced decision-making skills including the development, communication and enforcement of company policies and procedures for purchasing
    - Expert analytical, written and communication skills
    - Very strong ability to understand General Dynamic's Intellectual Property position and how to develop/implement strategies to preserve that competitive position when procuring commodities/services/subcontracts
    - Very strong understanding of the business, the long range plan, and how the Supply Chain content results in accretive earnings and return on operating capital
    - Ability to lead cross functional teams in the procurement of commodities, or services, or subcontracts and/or management of the SCM process, policies, and procedures
    - Ability to utilize influence management techniques with the General Dynamics, and Supplier Team to deliver solutions that meet or exceed the business needs
    - Very strong interviewing skills
    - Ability to conduct solid supplier reviews, assess the performance, and take corrective action as required
    - Ability to take multiple inputs/views of a supplier's performance, and based on facts/experience make decisions on how to proceed
    - Ability to plan and establish baselines, and develop key performance indicators, and metrics
    - Ability to manage via the baseline plan and metrics
    - Very strong ability to understand and manage the risks and opportunities of the supplier
    - Very strong knowledge in the applicable contractual flow downs, General Dynamic's policies/procedures, federal, state, Federal Acquisition Requirements/DFAR , and local laws, and the ability to apply them in the procurements of commodities/services/subcontracts
    - Ability to synthesize the business needs into supply chain strategies that leverage the innovation of the suppliers to produce compelling wining solutions for our customers
    - Expert in specific commodity, product, services, or technology
    - Expert knowledge of Key Supplier Programs, Operation Programs, and Supply Channels
